Personally I'd also install hplip-gui then use the HP Toolbox to configure the printer/scanner.

ok, installed both hplip and hplip-gui.
when I put  "http://localhost:631/" into my browser it takes me to what looks like CUPS home page

It's cups webGUI, but try PCNetSpec suggestion first and use the hplipGUI.

Ok I try to open the HPLIP Toolbox in the preferences menu and a window opens and immediately closes.  Just looks like a flash on the screen.
