Any particular reason you're not formatting it on the Mac with the "Disks" utility ?

You do realise an apfs formatted disk is liable to be unreadable on a Linux PC ? .. though this might make it readable (but not writeable):
https://github.com/sgan81/apfs-fuse

If this is for external storage, doesn't the Mac Mini still support other file systems for that ?

Try opening the drive in Gparted .. then creating a new GPT partition table (be aware this will erase the drive).

Leave it unpartitioned

does the Mac recognise it now ?

According to something I saw online:
https://www.aioboot.com/en/mac-os-extended-journaled-apfs/

Create a partition in Gparted and format it as HFS+

Then the Mac should see it

Then you can use Disks on the Mac to reformat it APFS

But if the Mac is happy to work with it when formatted as HFS+ .. I'd probably leave it that way, at least Linux will be able to read/write to it as well.

Reformatting the device to exFAT is the best choice, so it can be used for both Mac and Windows.

I saw the explanation here: https://www.cisdem.com/resource/flash-drive-not-showing-up-mac.html (https://www.cisdem.com/resource/flash-drive-not-showing-up-mac.html)

But if formatting drive are not working for you, you can try to reset SMC.

Someone from apple discussion solved the problem by using this way.
