Language display issues

I noticed that when I edit Hebrew text in xed it's right justified and reads right to left as it should.  However when I display the same text in a terminal window or edit in vim the text is left justified and reversed. Tried sakura and gnome terminal. The same text works as expected in a terminal on Ubuntu.

Is there anything that can be done to fix this?
