Sorry I seem to have sidetracked your topic .. but you did ask for my "thoughts", and that was all that went through my head after reading the article at your link :)

Not enough info to draw any conclusions

a) Lolipop hasn't been out very long, s I have no experience of the "Material Design" concept

b) The so called OS from what I can tell is more a desktop concept and compositor .. not an actual "OS",  and those pics are just mockups

So (methinks) a little too early to make any meaningful comment.

On my phone I like it. However on the desktop it looks like something from Miami Vice.

The color scheme really screams 80s pop culture.

i love flat design for my desktop UI but i prefer muted and dark colors this is way to bright i agree it looks like miami vice with those colors not flattering. Also i'm not much a phone person i dont own a smart phone and don't intend to get one. I don't see this to be anything useful to me but i think towards more younger 18-25 people this may appeal to them but im only a week shy of 33, and i like to live in the old days before people used crazy modern cell phones. I use my computer at home and my phone makes calls thats it. My only criticism is the colors are ugly.
