That's an "Emerald" windows decorator theme .. Peppermint uses Xfce4's xfwm4 window manager.

You'd need to install compiz to use that theme, and compiz was notoriously difficult to get to work with LXDE so good luck with that ;)

I'm just going to throw my 2₵ worth in.  If you want to maintain your computer as a "lean, mean, speed machine", avoid compiz like the plague.  It is one resource hungry beast  :o!!!!

Yes....

Pretty much everything contained "inside" the window is controlled by your theme selection in:-
menu > Preferences > Customise Look & Feel > Widget (tab)

But the windows borders and titlebar are controlled by the theme you choose at:-
menu > Preferences > Peppermint Control Center > Window Manger (tab) > Theme

You CAN have different themes selected in these 2 locations.

Same way

Unpack it at

~/.themes
or
/usr/share/themes

as long as the theme contains a  directory called xfwm4 it should be available for selection in the peppermint control center.
