Hello I am in need of assistance i cannot get to the installed software.

The about of the software manager says

If I'm understanding you correctly, you're saying the "Show installed applications" option in mintinstall is greyed out (?) .. that's because that option in mintinstall only lists software that was installed through mintinstall .. it does not list software installed in any other way.

Do you want a list of all installed software packages ?

dpkg -l | grep "ii " > ~/Desktop/installed-packages.txt
will leave a text file on your desktop listing all installed packages

or use gnome-software instead of mintinstall:-
Menu > System > Software > Installed (tab)

or you could click the header of the first column in synaptic to list by installed/uninstalled.
