Panel unhide delay (SOLVED)

In Peppermint 9, I changed the default 500ms panel unhide delay to 3000ms with the code

and I'm pretty sure I put it in ~/.gtkrc-2.0 but when I look in ~/.gtkrc-2.0
in Peppermint 10, I see

so, I made the file ~/.gtkrc-2.0.mine and put the code in it.
Then I rebooted the computer and was expecting to get
a 3 sec delay instead of the .5 sec, but it didn't work.

What did I do wrong, or is there an easier way.

(Another thing that I tried: I read to install gconf-editor and go to apps -> panel -> toplevels -> bottom_panel_screen0,
 which I did, but under apps, there is no panel)

You appear to have chopped off the first line...

I'm pretty sure it should read more like:-

and yes it should go in:-

xed ~/.gtkrc-2.0.mine
or the actual gtk-2.0 part of the gtk theme itself.

Well, it sure helps to select the entire code before copying, doesn't it.
I guess I could blame it on my eyesight, but more than likely I reckon
it was my oldtimer's disease kicking in.

Anyway, works fine now; once again, thanks much PCNetSpec !
