Tom from "Switched to Linux" reviewed Peppermint 10:

His conclusion: On the surface not much has changed. The improvements are under the hood. He is still using Peppermint 7 for his writing computer.

Peppermint 7 will not be supported indefinitely. That being said, it is a pain to upgrade.
THAT being said, P10, IMHO is a marked improvement over 9. I am currently using P8. If P11 is a similar step up, I will upgrade to it when it becomes available. If not, P10.

Now we're 'pretty much' where we wanna be, it's a series of incremental improvements rather than massive changes to the UI / UX .. I mean if we make huge changes people moan, if we don't make much noticeable change other people say 'why bother' .. it's kind of an odd balancing act of improvement without change ???

Having said that, who knows for PM11 right .. some drastic changes may be forced upon us, then we'll have to adapt without changing too much :))
