Can I delete the swapfile now? Is that the right priority?

swapon -s
says after a reboot .. you should be able to yes.

Can I use this same procedure on Ubuntu 18.4,  though physically that swap partition is 85mb away?

Should be able to yes, Peppermint 9 and 10 are based on Ubuntu 18.04 anyway :)
