Ok!
1) What brand and model do you have?
2) Laptop or desktop?
3) Are you booting in legacy or EFI mode?
4) Do you have access to another PC?
5) Can you force shutdown the PC by pressing and holding the power button?

I think I got it........gimme a second. before I get confused....the jumpdrive I have has both the repair disk and 8 from a friend.....am I supposed to run them that way or on separate jumpdrives? He didn't say when he handed it to me he just said here you need this. It's a repair tool and Pep 8

you need Pep 8 on a separate USB stick (jumpdrive as you call them)

Then Peppermint will load and you can do a fresh / new install

All the time you need, but zeb's right.
Also, if you don't get it to work, would you mind answering my questions above?

Ok! Power it down and insert the Peppermint usb.
Power it up and try tap F2 like in this video
Then... quote from askubuntu.com
Quote
Reboot the machine and for a few seconds after it has started to reboot you should see on the screen "Press F1 or Press F2 or Press Delete to enter the BIOS." After you get into the BIOS set the DVD Drive to boot priority 1 then save and exit the BIOS. If the Startup Disk was made properly it should work. After installation remember to set the HDD to boot priority 1.

With my old Dell it's either F2 for BIOS Settings or F12 for boot menu.

If they don't work then maybe it could be that your keyboard isn't working correctly. Some keys may not be working?

yes I cannot exit grub rescue from a wiped harddrive and I have usb stick that has pep8 on it but reboot then will not install from usb it goes right back to grub  at reboot from either the f12 or f2 and yes it's a dell d830 and everything else worked before the harddrive was wiped. So I would assume it still works. I can stick a dvd in and it tries to run it so it's working and the usb stick worked last time with pep 7 but there was something I had to do to get it to run just like this one I just don't remember what it was and it was in grub rescue, but under windows xp then it was easier

Sounds like you've been handed a Multiboot LiveUSB, but:-

a) we have no idea how it was created, so we can't give instructions on how to use it.
and
b) the BIOS isn't recognising it as bootable anyway (unknown file system)

So it looks like the best bet would be to start from scratch, by creating a new Peppermint 8 LiveUSB.

Have you got access to another PC ?

If so, is it Windows or Linux ?
