Unfortunately, mac, that's a darn good guess.  That move is sure not helping the citizenry, :(

Well, no one understands corruption computers better than politicians and Micro$oft.  ;)

A German city may have fallen, but the French police is still standing:

Key quote:
Quote
March 2017 - Migration completed. 70,000 computers deployed with GendBuntu 14.04 LTS (total amount of computers : 82,000)

Liberté!  :D

Corruption in Munich: I don't think so. Dirty political deal: yes. Namely this:
https://mspoweruser.com/microsoft-germany-moves-into-a-new-headquarters/

I have no doubt that Microsoft made this part of the negotiations with a city government eager to get this prize within its boundaries.

Yep, M$ moved their German headquarters there, making the city council super happy.  Also, they offered massive discounts on Windblows, possibly even going down to that "free" number.  Plus, they have that fake independent study done by Microsoft HP that nobody has seen that shows how they could have saved loads of money if they'd stuck with XP and M$ Office.  Everybody loves good numbers with absolutely no basis of proof, right?  ::)

But, it basically sounds like the city council doesn't care.  The city employees were whiny about not knowing how to use Linux in the first place, which never helps.  (better training is in order)  So, M$ sweet talked them, move in next door, and likely made them an offer they couldn't refuse.  Because, you know they want to keep that monopoly alive.

Well, money talks.....and so do politicians  ::)  and people complaining about learning Linux forget they had to learn Windows once upon a time.  All that wasted time....

It sounds like a lack of training.  No doubt, they had people to teach them Windows.  They obviously didn't have the same for Linux.  That's called a lack of proper preparation.  Someone should have foreseen this and had training available.

Nope, apparently the system 'users' only moaned initially about Microsoft Office compatibility, so the IT admin added Office (possibly via WINE) and that was it, the 'users' were happy.

But we all know Microsoft impose this interoperability barrier intentionally via their bastardisation of the OOXML standard
http://techrights.org/2017/03/13/remarkable-admission-ooxml/

The Munich  IT Chief said there was "No compelling technical reason to return to Windows"
http://www.techrepublic.com/article/linux-in-munich-no-compelling-technical-reason-to-return-to-windows-says-citys-it-chief/

This is PURELY political, and I have absolutely no doubt backhanders took place .. for what other reason would you ignore your OWN IT Chief ?

Yeah, Microsoft is known for those backroom deals that, for some reason, always seem to end with the other party kissing their butt using their software.  I'd like to be a fly on the wall for just one of those meetings.
