Docker security issue

Is Docker within peppermint OS 5? as it seems to be in ubuntu 14.04

If it is, there seems to be 2  security issues that needs addressed..

You're thinking of the "docker.io" package (the containerisation software) .. it's NOT installed in Peppermint by default (though it is available in the repos), and AFAIK it's not installed in Ubuntu by default either.

The package "docker" is just:-
